The Central Committee of the Communist Party of China and the State Council recently issued the "Opinions on Comprehensively Promoting the Construction of a Beautiful China" (hereinafter referred to as the "Opinions").

The main goals proposed in the "Opinions" are: by 2027, green and low-carbon development will be deeply promoted, the total emissions of major pollutants will continue to decrease, the quality of the ecological environment will continue to improve, the pattern of land and space development and protection will be optimized, the functions of ecosystem services will continue to enhance, the living environment in urban and rural areas will be significantly improved, national ecological security will be effectively guaranteed, the ecological environment governance system will be more sound, a number of practical models will be formed, and the construction of a beautiful China will achieve remarkable results. By 2035, a green production and lifestyle will be widely formed, carbon emissions will peak and then steadily decrease, the ecological environment will fundamentally improve, a new pattern of national land and space development and protection will be fully formed, the stability of ecosystem diversity will be significantly improved, national ecological security will be more stable, the modernization of the ecological environment governance system and governance capacity will be basically achieved, and the goal of a beautiful China will be basically achieved. Looking ahead to the middle of this century, ecological civilization will be comprehensively improved, green development and lifestyle will be fully formed, key areas will achieve deep decarbonization, the ecological environment will be healthy and beautiful, the modernization of the ecological environment governance system and governance capacity will be fully realized, and a beautiful China will be fully built.

Building a beautiful China is an important goal of comprehensively building a socialist modernized country and an important content of realizing the great rejuvenation of the Chinese nation and the Chinese Dream. To comprehensively promote the construction of a beautiful China and accelerate the modernization of harmonious coexistence between humans and nature, the following opinions are proposed.

1、 A new era and a new journey have begun to comprehensively promote the construction of a beautiful China

At present, China's economic and social development has entered a stage of accelerating green and low-carbon high-quality development. The construction of ecological civilization is still in a critical period of pressure accumulation and carrying heavy burdens. The structural, root and trend pressures of ecological environment protection have not been fundamentally alleviated. The endogenous driving force for green transformation of economic and social development is insufficient, and the foundation for stable and positive ecological environment quality is not yet solid. The trend of ecological system degradation in some regions has not been fundamentally reversed, and the task of building a beautiful China is still arduous. On the new journey, it is necessary to place the construction of a beautiful China in a prominent position in the construction of a strong country and national rejuvenation, maintain the strategic determination to strengthen the construction of ecological civilization, firmly follow the path of civilized development with production development, prosperous life, and good ecology, and build a beautiful home with blue sky, green earth, and clear water.

2、 Overall requirements

  Accelerate the formation of a new pattern of building a beautiful China guided by the modernization of harmonious coexistence between humans and nature, and consolidate the ecological foundation for the great rejuvenation of the Chinese nation.

The main goal is to deepen the promotion of green and low-carbon development by 2027, continuously reduce the total emissions of major pollutants, improve the quality of the ecological environment, optimize the development and protection pattern of national land and space, continuously enhance the function of ecosystem services, significantly improve the living environment in urban and rural areas, effectively guarantee national ecological security, improve the ecological environment governance system, form a number of practical models, and achieve significant results in the construction of a beautiful China. By 2035, a green production and lifestyle will be widely formed, carbon emissions will peak and then steadily decrease, the ecological environment will fundamentally improve, a new pattern of national land and space development and protection will be fully formed, the stability of ecosystem diversity will be significantly improved, national ecological security will be more stable, the modernization of the ecological environment governance system and governance capacity will be basically achieved, and the goal of a beautiful China will be basically achieved. Anchoring the goal of building a beautiful China, we will adhere to precise, scientific, and legal pollution control. Based on the new demands of high-quality economic and social development and the new expectations of the people for ecological environment improvement, we will increase our efforts to solve prominent ecological environment problems and accelerate the transformation of ecological environment quality improvement from quantitative to qualitative. Deepen the tackling of the 14th Five Year Plan and achieve sustainable improvement of the ecological environment; Consolidate and expand during the 15th Five Year Plan period, and achieve comprehensive improvement of the ecological environment; The overall improvement of the 16th Five Year Plan will achieve a fundamental improvement in the ecological environment. We must persist in achieving:

——Transformation across all domains. Vigorously promote the green and low-carbon development of the economy and society, accelerate the green and low-carbon transformation of energy, industry, transportation, urban-rural construction, agriculture and other fields, strengthen green technology innovation, and enhance the endogenous driving force and innovation vitality of building a beautiful China.

——Comprehensive improvement. Adhere to the coordination of elements and urban-rural integration, carry out the construction of the "Beautiful Series" as a whole, focus on promoting the construction of beautiful blue skies, beautiful rivers and lakes, beautiful bays, and beautiful mountains and rivers, create a beautiful China pilot zone, beautiful cities, and beautiful countryside, and paint a new picture of beautiful China with each beauty and shared beauty.

——Construction across the entire region. Adapting measures to local conditions and promoting the comprehensive coverage of the construction of a beautiful China in a hierarchical manner, showcasing the magnificent scenery of the western region, the vast scenery of the northeast, the beautiful mountains and rivers of the central region, and the harmonious beauty of the eastern region, shaping distinctive and colorful construction sectors of a beautiful China.

——Whole society action. Transforming the construction of a beautiful China into a conscious behavior of all people, encouraging grassroots units such as parks, enterprises, communities, and schools to carry out green, clean, and zero carbon leading actions, and forming a good social atmosphere where everyone participates and shares.

3、 Accelerate the green transformation of development mode

（1） Optimize the pattern of national spatial development and protection. Establish a sound system of main functional zones, improve the national spatial planning system, and coordinate the optimization of various spatial layouts such as agriculture, ecology, and urban areas. Adhere to the ecological protection red line, strengthen law enforcement supervision and protection restoration, and maintain the national ecological protection red line area at over 3.15 million square kilometers. Resolutely safeguard the red line of 1.8 billion mu of arable land and ensure that the arable land that can be used stably for a long time will not decrease. Strictly control the boundaries of urban development and promote the intensive and green development of urban spatial connotation. Strictly control the shoreline space of rivers and lakes. Strengthen the control of marine and coastal land space, establish a mechanism for the withdrawal of inefficient use of the sea, and no longer add land reclamation except for major national projects. Improve the ecological environment zoning and control system that covers the entire area, and establish a clear bottom line and boundary for development. By 2035, the natural shoreline retention rate of the mainland will not be less than 35%, and the ecological function and nature of the ecological protection red line will not be reduced.

（3） Coordinate the promotion of green and low-carbon development in key areas. Promote the deep integration of industrial digitization, intelligence, and greening, accelerate the construction of a modern industrial system supported by the real economy, vigorously develop strategic emerging industries, high-tech industries, green environmental protection industries, and modern service industries. Strictly control the entry barriers and resolutely curb the blind implementation of high energy consuming, high emission, and low-level projects. Vigorously promote the upgrading of traditional industrial processes, technologies, and equipment, achieve green and low-carbon transformation, and implement clean production level improvement projects. Accelerate the energy-saving and carbon reduction renovation of existing buildings and municipal infrastructure, and promote the large-scale development of ultra-low energy consumption and low-carbon buildings. Vigorously promote the construction of "revolving railways" and "revolving water", accelerate the construction of railway dedicated lines, and improve the level of clean transportation of bulk goods. Promote the green transformation and railway electrification of railway stations, civil airports, ports, logistics parks, etc., and promote the large-scale application of ultra-low and near zero emission vehicles, as well as the clean and low-carbon application of non road mobile machinery. By 2027, the proportion of new energy vehicles in the newly added cars is expected to reach 45%, old internal combustion locomotives will be basically eliminated, and the intermodal transportation volume of port containers and iron will maintain rapid growth; By 2035, the proportion of railway freight turnover to total turnover will reach about 25%.

（4） Promote the efficient and intensive utilization of various resources. Implement a comprehensive conservation strategy, promote energy conservation, water conservation, land conservation, material conservation, and mineral conservation. Continuously deepen energy conservation in key areas and strengthen energy management for new infrastructure. Deepen the implementation of national water-saving actions, strengthen the dual control of total water consumption and intensity, improve the water efficiency of key water using industries and products, actively promote the utilization of sewage resources, and strengthen the allocation and utilization of unconventional water sources. Establish a sound system for efficient and intensive use of land, and promote land saving technologies and models. Establish a green manufacturing system and service system. Carry out comprehensive utilization of resources to improve quality and efficiency. Accelerate the construction of a waste recycling system to promote the recycling of waste such as fan blades, photovoltaic modules, power batteries, and express packaging. Promote raw material conservation and resource recycling, and vigorously develop the remanufacturing industry. Comprehensively promote the construction of green mines. By 2035, the efficiency of energy and water resource utilization will reach the international advanced level.

4、 Continuously deepen the fight against pollution prevention and control

Focusing on key areas such as Beijing Tianjin Hebei and its surrounding areas, the Yangtze River Delta, and the Fenwei Plain, with fine particulate matter control as the main line, we will vigorously promote the coordinated reduction of multiple pollutants. Strengthen the comprehensive management of volatile organic compounds and implement source substitution projects. Promote high-quality transformation of key industries such as steel, cement, coking, and coal-fired boilers for ultra-low emissions. We will adopt measures such as clean energy and centralized heating substitution according to local conditions, and continue to promote pollution control of scattered coal, coal-fired boilers, and industrial furnaces. Continuous implementation of total coal consumption control in key areas. Research and formulate the next stage of motor vehicle emission standards, conduct research on new stage oil quality standards, and strengthen joint supervision and law enforcement by departments. Strengthen regional joint prevention and control, and deepen the performance grading of key industries with heavy pollution weather. Continuously implement noise pollution prevention and control actions. Efforts will be made to address pollution issues such as odors and cooking fumes. Strengthen the environmental management of ozone depleting substances and hydrofluorocarbons. By 2027, the average concentration of fine particulate matter in China will decrease to below 28 micrograms per cubic meter, and cities at or above the local level will strive to meet the standard; By 2035, the concentration of fine particulate matter in China will decrease to below 25 micrograms per cubic meter, achieving constant fresh air and blue skies.

（6） Continuously deepen the battle to defend the clear waters. We will coordinate the management of water resources, water environment, and water ecology, deepen the protection and management of major rivers and important lakes such as the Yangtze River and Yellow River, optimize and adjust water function zoning and management systems. Solidly promote the standardized construction of water source areas and the construction of backup water source areas. We have basically completed the investigation and rectification of the discharge outlets into the river and the sea, and fully established a monitoring and supervision system for the discharge outlets. Promote the performance grading of sewage treatment and discharge levels for key industry enterprises. Accelerate the filling of the shortcomings in urban sewage collection and treatment facilities, construct a model area with full coverage of urban sewage pipeline network, strengthen the harmless treatment and resource utilization of sludge, and build a green and low-carbon benchmark plant for sewage treatment. Carry out endogenous pollution control and ecological restoration according to local conditions, basically eliminate black and odorous water bodies in urban and rural areas, and form a long-term mechanism. Establish a water ecological assessment mechanism, strengthen the protection and restoration of water conservation areas and ecological buffer zones, enhance the unified scheduling of water resources, and ensure the ecological flow of rivers and lakes. Adhere to the coordination of land and sea, river and sea linkage, and continue to promote comprehensive management of key sea areas. Taking the bay as the basic unit, the "one bay, one policy" coordinated promotion of pollution prevention and control, ecological protection and restoration, and beach environment improvement in nearshore waters, continuously improving the quality and stability of important marine ecosystems such as mangroves. Strengthen the environmental remediation of marine aquaculture. Actively respond to ecological disasters such as blue-green algae blooms, red tide, and green tide. Promote the cleaning of rivers, lakes, and reservoirs, as well as the management of marine debris. By 2027, the proportion of excellent surface water quality and nearshore water quality in China will reach about 90% and 83% respectively, and the construction rate of beautiful rivers, lakes, and bays will reach about 40%; By 2035, the beautiful rivers, lakes, and bays of "harmonious human water" will be basically completed.

（7） Continuously deepen the battle to defend the Pure Land. Carry out soil pollution source prevention and control actions, strictly prevent new pollution, and gradually solve the long-term accumulation of serious soil and groundwater pollution problems. Strengthen the protection of priority protected farmland, solidly promote the safe utilization and risk control of polluted farmland, and gradually promote the full coverage of tracing and remediation of heavy metal pollution in agricultural land soil. Strengthen the linkage supervision of changes in construction land use and risk control of polluted land plots in accordance with the law, and promote risk control and restoration of large-scale polluted sites. Comprehensively carry out soil and groundwater environmental monitoring around key supervision units for soil pollution, and timely conduct the second national soil pollution survey. Carry out a national investigation and evaluation of groundwater pollution, strengthen environmental protection of groundwater type drinking water sources, and strictly control environmental risks in key areas of groundwater pollution prevention and control. Deepen the battle against agricultural and rural pollution control. By 2027, the safe utilization rate of polluted farmland will reach over 94%, and the safe utilization of construction land will be effectively guaranteed; By 2035, the proportion of Class I-IV groundwater at national control points will reach over 80%, and soil environmental risks will be comprehensively controlled.

（8） Strengthen the treatment of solid waste and new pollutants. Accelerate the construction of "waste free cities", continue to promote the action of new pollutant control, and promote the realization of "waste free" urban and rural areas and environmental health. Strengthen the comprehensive management of solid waste, limit excessive packaging of goods, and comprehensively control plastic pollution throughout the entire chain. Deepen the comprehensive ban on the entry of "foreign garbage" and strictly prevent various forms of solid waste smuggling and disguised imports. Strengthen the supervision and utilization of hazardous waste, with a focus on the Yangtze River Economic Belt, Yellow River Basin, and other areas to enhance the pollution control of tailings ponds. Develop environmental risk management regulations for toxic and harmful chemicals. By 2027, the proportion of "waste free cities" construction will reach 60%, and the intensity of solid waste generation will significantly decrease; By 2035, the construction of "zero waste cities" will achieve full coverage, and eastern provinces will take the lead in building "zero waste cities" across the entire region, effectively controlling the environmental risks of new pollutants.

5、 Enhancing the stability and sustainability of ecosystem diversity

（9） Build a strong natural ecological barrier. Stabilize the national ecological security barrier, promote the protection and construction of national key ecological functional areas and important ecological corridors. Comprehensively promote the construction of a natural protected area system with national parks as the main body, and complete the integration and optimization of national natural protected areas. Implement the national natural ecological resource monitoring, evaluation, and early warning project. Strengthen the construction of ecological protection and restoration supervision system, and enhance unified supervision. Strictly supervise owners, developers, and even regulators, promptly detect and investigate various ecological damage incidents, and resolutely eliminate formalism in ecological restoration. Strengthen the monitoring and evaluation of ecological conditions, and carry out the evaluation of the effectiveness of ecological protection and restoration. Continuously promote the strengthening of supervision over the "Green Shield" nature reserve and establish a mechanism for monitoring ecological damage along the ecological protection red line. By 2035, the national park system will be basically completed, the ecological system pattern will be more stable, and beautiful mountains and rivers will be showcased with vitality.

（10） Implement integrated protection and systematic management of mountains, waters, forests, fields, lakes, grasses, and sands. Accelerate the implementation of major projects for the protection and restoration of important ecosystems, and promote the rehabilitation of grasslands, forests, rivers, lakes, and wetlands. Continue to implement the integrated protection and restoration project of mountains, waters, forests, fields, lakes, grasses, and sands. Scientifically carry out large-scale land greening actions, increase efforts to protect and restore grasslands and wetlands, strengthen comprehensive management of desertification, rocky desertification, and soil erosion, comprehensively implement sustainable forest management, and strengthen forest and grassland fire prevention and control. Focusing on the sand source areas and transmission routes that affect key regions such as Beijing, we will continue to promote the construction of the "Three North" project and the control of wind and sand sources in Beijing and Tianjin, and make every effort to win the three landmark battles. Promote the consolidation and enhancement of ecosystem carbon sequestration capacity. By 2035, the national forest coverage rate will increase to 26%, the soil and water conservation rate will increase to 75%, and the ecosystem will basically achieve a virtuous cycle.
